An electric power plant generates a constant electrical power \(P\) that is transmitted to a distant city through transmission lines having a total resistance \(R\). Initially, the power is transmitted at a line voltage \(V_0\). The transmission system is then upgraded so that the same electrical power \(P\) is transmitted at a line voltage \(2V_0\). What is the ratio of the thermal power dissipated in the transmission lines at the higher voltage to the thermal power dissipated at the lower voltage?
