Count the valence electrons, connect the atoms, then spend what is left on octets. If you come up short, make a double bond. That is the whole algorithm, and it works on most of what the exam asks.
When two structures look equally good, formal charge breaks the tie. Closest to zero wins, negative belongs on the more electronegative atom. And when several are genuinely equal, the real molecule is the resonance average of all of them.
